In order to implement the outcomes of the fifth meeting of the Shanghai-Singapore Comprehensive Cooperation Council, further advance the cooperation memorandum between the Shanghai Small and Medium Enterprises Development Service Center and the Shanghai Representative Office of the Singapore Chinese Chamber of Commerce & Industry, build a cross-border industrial chain collaborative innovation ecosystem, and assist SMEs in better integrating into the international cooperation framework, the 2025 Shanghai-Singapore SME Industry Chain Matchmaking Conference was successfully held in Shanghai on April 28.<\/p>\n<\/section>\n

The event was guided by the Shanghai Municipal Commission of Economy and Informatization, jointly organized by the Shanghai Small and Medium Enterprises Development Service Center (Shanghai SME Listing Promotion Center) and the Singapore Enterprise Center (Shanghai Representative Office of the Singapore Chinese Chamber of Commerce & Industry), and co-hosted by Singapore PR Consultancy Pte Ltd, Shanghai Creative City Technology Development Co., Ltd., and Hangzhou Qifu Gaopei Education Technology Co., Ltd. Representatives from relevant departments, business associations, and over 100 small and medium-sized enterprises from Shanghai and Singapore gathered to engage in in-depth exchanges and collaboration discussions.<\/span><\/p>\n

In his opening address, Jia Mian, Director of the Shanghai Small and Medium Enterprises Development Service Center, highlighted that Shanghai has cultivated over 12,000 municipal-level “Specialized, Refined, Unique, and Innovative” enterprises and more than 800 national-level “Little Giant” enterprises. He emphasized that the city is accelerating the development of an internationalized and specialized service system for SMEs.<\/p>\n

Jia noted that Singapore’s technological strengths in areas such as digital transformation and the green economy highly complement Shanghai’s industrial foundation. He expressed hope that the matchmaking conference would facilitate practical cooperation between enterprises from both regions in technology co-development and market expansion. Moving forward, the center will continue to enhance its service capabilities to provide policy support and resource coordination for cross-border collaboration.<\/p>\n

Yang Qian, Assistant Director of the Singapore Enterprise Center (Shanghai Representative Office of the Singapore Chinese Chamber of Commerce & Industry), noted in her speech that leveraging the chamber\u2019s network, the Singapore Enterprise Center has already assisted over a thousand Singaporean enterprises in entering the Chinese market, with Shanghai serving as a key strategic hub due to its market-oriented and international advantages. She emphasized that with the deepening implementation of the Regional Comprehensive Economic Partnership (RCEP), the synergy between Singapore and China\u2019s industrial chains is ushering in new opportunities. The center will further promote the establishment of shared market channels between Shanghai and Singapore enterprises to achieve mutual benefit and win-win outcomes.<\/p>\n

Centered on the trends in the restructuring of global industrial chains, Yu Bingguang, Senior Partner at the Shanghai-based AllBright Law Offices, delivered a thematic presentation focusing on two key areas: “Regulatory Insights” and “Practical Applications.”<\/p>\n

In the regulatory segment, he outlined the general process of outbound investment and introduced the Outbound Direct Investment (ODI) filing and approval procedures.<\/p>\n

In the practical segment, he emphasized the identification of legal risks and feasibility assessments during outbound investment processes. He elaborated on relevant compliance requirements and systematically summarized risk prevention measures for overseas investments and mergers and acquisitions. This analysis aims to assist small and medium-sized enterprises in better identifying risks and strengthening compliance management as they expand globally.<\/p>\n

The matchmaking event also featured a special session for project presentations by Singaporean enterprises, with 15 companies showcasing innovative technologies and collaboration needs. During the subsequent one-on-one group discussions, enterprises from Shanghai and Singapore engaged in in-depth exchanges in fields such as the digital economy, green technology, and automotive components. Multiple preliminary cooperation intentions were reached, laying a solid foundation for future substantive collaboration between the two sides.<\/p>\n

The Foreign Economic Development Coordination Office of the Shanghai Municipal Commission of Economy and Informatization participated in the event.
